Basically the hybrid can do anything. She can just change reality during a jump. Although bigger issues require bigger changes.

Kara wasn't able to resurrect because she's half-cylon, because there are no spare bodies for her and there's no Hub anymore.

Kara, Laura and Natalie all resurrected because the Hybrid just...decided to change reality so they were alive again. That's why Kara came back with all her tattoos in a viper. That's why Laura came back free of cancer and also without enough of a connection to Hera, anymore, to be able to take her place in becoming the new Hybrid (which happened to Baltar). Because that was what happened before, which is what the Crazy Girl Hybrid was trying to stop. So she changed Laura so that she was unable to fulfill her original role in the prophecies.

And instead it happened to Baltar.

So Laura was just a human magically brought back to life by a crazy machine that can change reality.
