There does need to be something for the voice of the people and really, that used to be Roslin vs Adama. But now that they are ruling together, it not work so good. After so much time, you can't expect only military rule, the people will rebel (ref: Pakistan). But when significant decisions arise regarding the safety of the fleet, then no, it doesn't go to vote of non-military people (ref: any war in our history, for better or worse.) That stipulation should have been created in Lee's Ideal Gov't. Yes hard times still need order, but hard times require hard decisions too. And fast ones.
Basically, I would want a compromise between Pegasus and old Galactica. I would have loved a world where Cain and Roslin ruled, with Bill as their puppy. ;)
